Though the financing of basic education is the responsibility of states and Local governments, but to make sure the goals of primary education are realized across the country, the Universal Basic Education commission was created by the federal government, through which FG intervenes in the provision of basic education with 2% of its consolidated funds. The implementation of this is done at the state level through State Universal Basic Education Board (SUBEB).
States are expected to access the funds after fulfilling few conditions.
