Divided amongst different levels of power in a confused mad house.
A characteristic recurring theme for this body of government is a lack of independence & more needy girlfriends (state government) & even concubines (federal government & the constitution) constantly in need & always requesting that their will be done.
The body of government we’re referring to? The local government, which may as well just be toothless bulldogs biting on the hardest piece of skin, while the constitution and state governments have it hands suspended in the air.
Such is the ordeal of a presumed third tier of government, considered the seat of power for grassroots development but lacks considerable autonomy to take actions. The autonomy that would so much improve grassroots governance from top to bottom.
