Five states in the North-East have N6.72bn unaccessed UBE funds. Borno state in the only state in the region that has accessed its UBE matching grants up to date. The state is also one of the two in the whole country that has been consistent in accessing UBE matching grants since inception in 2005.

If there is any region that needs to access the matching grant, it is the north east. The region ravaged by the scourge of terrorism and insurgency for more than ten years have witnessed decrease in the quality of primary education, enrollment of children to primary schools as well as reduction in education infrastructure as a result of destruction of these schools by the Boko Haram terrorists.
