Seven north-eastern states have a total of N7.36bn unaccessed UBE funds. The north has the one of the lowest primary education statistics in Nigeria especially in terms of children with access to primary education as well as education infrastructure. It is important that these states access the UBE funds to address the challenge they face in terms of primary education in their various states.
Another question that comes to mind is whether access to this fund in the past has improved the quality of primary education in these states; especially against the background of unconfirmed reports that some states borrow their counterpart fund from the bank so as to access the UBE funds. They then return the loan and fail to use the accessed funds for the purpose with which they were meant for.
