There is need for financial autonomy at the local government level. Most times the funds allocated to them are being hijacked by the state and then redistributed to them after some deductions.
This discourages citizens participation at the local government level.

Today, I went to the beach front with my children. I found a sea shell
and gave it to my 4 year old daughter and said “You can hear the ocean if you put this to your ear.”
