The question is whether these states can justify the allocations they received. Apart from these most of these states are over reliant on federal allocation to the point that they generate low IGR within their states. Most of the states have very low internally generated revenue compared to the amount they received as federal allocations. These is a direct challenge on the question of the viability of most of these states. They lack creative initiative needed to drive their economy.
